(Correct me if I'm wrong) Right now enhancers enhance relatively not absolutely. For example Enhancer A adds 5% to the original damage of a weapon. It adds 5 damage to a weapon with 100 damage and it adds 0.5 damage to a weapon with 10 damage. This makes enhancers much more valuable for high level items. I think it would be good to make enhancers equally valuable for low level items too. But how? For example adding a factor to the probability of enhancers to break that depends on the total effect of enhancers. Meaning enhancer on an low level items will break less frequent than enhancers on high level items and that way balancing the current disparity in enhancer economy. I think this would be an improvement to the whole tiering system.
