It's mentioned here. They're something to do with robot parts and has just 0.0001 TT value, but it's rarity could get a lot more then that.
But it's described as pretty rare in the item info, so other players will see this as being 'officially' the case. Whether it's actually rare or not I've no idea.
It's not used for anything (that I know of) but list it on auction and it'll sell on pure baseless speculation.
You can also check the Orders tab to see if anyone is looking to buy it. If there is and you put it on auction with a buyout value that's less than the offer price, then you will automatically sell it.
