Is the skill 'blueprint comprehension' used in tailoring?

Before that, there exsist another crafting skill, called Equipment Methodology that unlock when you get "specialist" in pro standing.
In tailoring, it is something called Coloring Methodology, that I am not when unlock, but I think it can be unlocked when you get "specialist" in coloring.

About tailoring skill, I think "Fashion Design" is something similar to bp comp about unlocking, but I am not so much into tailoring to know that.
